The URBACT Programme has opened a call for Transfer Networks, designed to scale up and replicate successful urban practices, projects, or policies across European cities that have not yet implemented similar initiatives. This call focuses on key areas such as tourism, culture and heritage, mobility, climate adaptation, the circular economy, and more. 

The initiative aims to foster integrated and sustainable urban development, enhance local policy-making, and strengthen the impact of the EU’s Cohesion Policy in cities. Eligible applicants include cities from the 27 EU Member States, Partner States (Norway and Switzerland), countries benefiting from the EU Instrument for Pre-Accession (Albania, Bosnia & Herzegovina, Montenegro, North Macedonia and Serbia), as well as Ukraine and Moldova. 

Interested cities must identify a local policy challenge they wish to address as a Transfer City and select a URBACT Good Practice they aim to adapt and implement locally. Expected benefits include activities for exchange and learning, capacity-building opportunities, visibility and knowledge sharing at the EU level, the establishment of a URBACT Local Group per city, time for testing actions, EUR 750,000 allocated for network activities, and EUR 120,000 provided for expertise support. Applications are open from 1 April to 30 June 2025.
