The European Commission has launched a new call under the Horizon Europe (HORIZON) programme, aiming to promote active and sustainable mobility—such as walking, cycling, and micro-mobility—as a means to reduce greenhouse gas emissions from transport and improve public health in cities across Europe.

This call invites projects that comprehensively address the following objectives:

  • Enhance the quality, safety, availability, accessibility, continuity, and appeal of walking and cycling infrastructure.
  • Increase the integration and modal share of active mobility.
  • Incorporate smart technologies into traffic and traffic light management systems at local, regional, and national levels, including within emerging “smart” infrastructure.
  • Foster coordination, knowledge exchange, and capacity-building to accelerate the adoption of active mobility.

Funding is available to a broad range of entities, including public authorities, non-profit organisations, small and medium-sized enterprises (SMEs), and other legal entities based in EU Member States or associated countries. Each proposal must include at least five ‘lead cities’ and five ‘follower cities’, each from a different eligible country.

Selected projects will receive co-funding for collaborative research and innovation initiatives from a total budget of EUR 12 million. The deadline for submitting applications is 4 September 2025.
